The planning and de velopment council voted Monday, Jan. 15, to accept comments from the public with regard to a number of proposed regulations which the town is consid ering. Town staff noted that, over the past decade, there has been an increase in the use of "short-term accom modations" with the grow ing popularity of web- based companies (e.g. Airbnb) that connect peo ple with available tempo rary lodgings. As a result, concerns about the impact of short term accommodation rental activity have been identified. In a report to council, town staff said amend ments to the zoning bylaw are needed to recognize Airbnbs as they are cur rently interpreted as "ho- tels." This categorization means that Airbnbs are not permitted in any resi dential zone where this type of business would typ ically be located. The report defines a short-term accommoda tion as a dwelling unit which is used for the tem porary lodging of the trav elling public for a rental period not greater than 28 days. Some of the proposed regulations would: .Require that a short term accommodation be operated by the person or persons whose principal residence is the dwelling in which the rental unit is located. .Require that one addi tional off-street parking space be provided unless it can be accommodated within an existing visitor parking space. .Require that a certifi cate of occupancy be ob tained to operate a short term accommodation. The regulations would also permit these tempo rary rental units, subject to obtaining a licence, within a variety of residen tial areas. The report defined bed- and-breakfast establish ments as lodging units within a dwelling with or without meals for the tem porary lodging of the trav elling public. The regulations pro posed for these establish ments would permit three lodging units within a bed and breakfast, which is an increase from the current rules permitting two units. Short-term accommo dations would also be pro hibited within the same dwelling as a bed and breakfast establishment, a lodging house, a private home daycare, and a day care. Town staff said the goals of the proposed li censing regulations are to maintain community character, create account ability in the home-shar ing market and permit re sponsible home sharing.
