Son of Stafford Dean Marlatt, Cecil G. Marlatt was an industrialist, civic leader and active yachting enthusiast. One of the most colourful members in the history of the congregation of Knox Presbyterian Church, Oakville, Cecil and his brother Wilbur Marlatt are both represented on the promissory note of 1887 for the building of the new church.
